Imagine what it must feel like to be drowning and have someone pass you something to hold on to, that allows you to get back to safety. That would make them a lifesaver, and cause you to be very grateful, no doubt. Now imagine that you were in the same danger and someone in a position to help you ignored you. How would that make you feel?
The point that I'm trying to convey is that anytime you're in a position to help someone, why wouldn't you? What reason is good enough to not help someone when you have the ability to do so?
Outreach means to reach out to someone in need, lend a helping hand, share your time with someone who is lonely or anything else that you can do to make life better for someone else.
